Timo, the PPWR has been in effect since August 12, 2026. What do companies need to know?
Timo: The PPWR establishes a uniform European legal framework for packaging and packaging waste. It is intended to reduce packaging waste, strengthen the circular economy, and improve the sustainability of packaging placed on the market in the EU. As of August 12, 2026, the regulation generally applies directly in all EU member states and already sets specific requirements for packaging, such as regarding the materials it contains. In this context, companies face different obligations depending on their role in the supply chain. Producers, for example, must assess the conformity of the packaging, prepare technical documentation, and issue an EU declaration of conformity. Importers and distributors are subject to corresponding testing and information obligations.
Companies should therefore clarify their role with respect to the respective packaging, obtain the necessary documentation, and establish appropriate processes and responsibilities. With such a systematic approach, they will also be prepared for the additional requirements that will be phased in over the coming years.

What other PPWR requirements are still to come?
Timo: In the coming years, additional requirements will take effect in phases. The primary focus will be on labeling, recyclability, and minimizing packaging, as well as mandatory recycled content requirements for plastic packaging. Companies should take these developments into account early on, as they will have an impact on packaging design, material selection, and supply chains.
What role does Nordmann play under the PPWR?
Timo: As a chemical distributor, Nordmann can assume various roles under the PPWR. The specific role in each case depends on the flow of goods and the origin of the product.
We may be considered a producer, in particular, when we place packaging or packaged products on the market under our own name. If we import packaging or a packaged product from a third country and place it on the Union market for the first time, we are considered an importer. If, according to the definition, we are neither a producer nor an importer of a packaged product that we make available on the market, we generally assume the role of distributor.
Each of these roles entails different obligations, which we assess for the respective supply and packaging scenario and implement accordingly.
How is Nordmann preparing for the additional requirements of the PPWR?
Timo: We continuously monitor regulatory developments surrounding the PPWR and consistently assess the impact that new standards, guidelines, and implementing and delegated acts have on our business. At the same time, we are continually refining our internal processes and maintain close communication with suppliers both within and outside the EU to keep the necessary information and documentation up to date. The goal is to implement all applicable PPWR requirements in a timely manner and with due diligence.
